FAQs for Juneau County Housing Authority
Can I get help from the Juneau County Housing Authority even if I'm not elderly or a person with disabilities?
No.  The Housing Authority is for people with disabilities or who are 62 years of age or older.  Mauston Housing Authority is who you would need to contact, if you're not elderly or a person with disabilities.
Are the apartments furnished?
The Housing Authority apartments include stove, refrigerator, carpet and drapes in all apartment buildings.
Is there laundry on-site the apartments?
There is reasonably priced coin-operated laundry facility on-site for each apartment building.
What is included in the rent?
Included in rent is heat, hot water, sewer and garbage pick-up.  Each tenant will be responsible for their own electricity used, television hook-up and telephone.  The Housing Authority does have a utility allowance that is subtracted from the monthly rent.
Are pets allowed?
Yes.  There is a refundable $200 pet deposit that is required.  Only one pet per apartment is allowed.
Is there a security deposit?
Yes, there is a security deposit.  The HUD Subsidized apartments pay an equal amount to their Total Tenant Payment (30% of your adjusted gross income).  Rural Development apartments pay a $200 security deposit.
What are the income limits for the Housing Authority?
For HUD Subsidized apartments, the maximum income limit for one person occupancy is $34,200 and for two person occupancy is $39,050.
For Rural Development apartments, the maximum income limit for one person occupancy is $39,650, two person occupancy is $44,550 and for three person occupancy is $49,400.
How can I apply for Juneau County Housing Authority apartments?

Where are the apartment buildings located?
Our apartment buildings are located in Camp Douglas, Elroy, Hustler, Lyndon Station, Mauston, Necedah, New Lisbon, Union Center and Wonewoc, Wisconsin.

What is the difference between the Homeowner's Loan and Rental Units Loan?
Homeowner's Loan is for the home in which the applicant occupies.  The Rental Units Loan is for landlords who fill out an application to have work done on their rental properties.
If I'm on a land contract, can you still help me?
If you're on a land contract, you can still qualify for our programs.  The contract seller will be required to sign the mortgage.
What if I don't live in Juneau County?
The CDBG program covers nine (9) following counties: Adams, Green Lake, Juneau, Marathon, Marquette, Portage, Waupaca, Waushara and Wood.
If I live in a trailer, am I eligible for your program?
Possibly.  If you own the land that your trailer home is on, you can be eligible for our program.  If you reside in a mobile home park, you will not be eligible for our program.  You can contact Tomorrow's Home Foundation, where they do home repairs on mobile homes in mobile home parks.
What are the income limits for the CDBG Program?
The income limits differ depending on which county you reside in and how many people live in your home. For quick reference, please refer to our CDBG section of our website, (here). 
What are the rent limits for CDBG's Rental Unit Program?
The rent limits differ depending on which county you reside in and how many bedrooms are in the rental property.  You can get those rent limits by visiting HUD's website (here for 2016 and here for 2017) and searching for your appropriate county or you can get the rent limits for all nine (9) counties we cover by clicking here for 2016 and here for 2017. 
Do tenants need to meet a certain income limit?
Yes.  The tenants occupying rehabbed rental units need to meet the income limits set by HUD every year. You can get those income limits by visiting HUD's website (here) and searching for your appropriate county.
How can I apply for the Homeowner's Program?

How can I apply for the Rental Units Program?

What does it take to be eligible for your program?
To be eligible for our program you need to own the home and land in which you are applying (land contracts are acceptable), the mortgage against the house needs to be in current status, property taxes need to be current, the property needs to have Homeowner's Insurance. The occupants also need to be at or under the income limits set by HUD yearly and all mortgages, judgments and liens in addition to the rehab cost cannot exceed 120% of the Fair Market Value of the property.
Is there a maximum loan amount you provide?
Yes.  The maximum CDBG loan amount is $50,000.
What kind of work is eligible for rehabilitation?
Repairs that bring the unit to decent, safe and sanitary condition using HQS Inspection/Evaluation of property.  Examples include but are not limited to: roofs, siding, windows, plumbing, electric, septic, well, etc. 
Ineligible work includes: properties scheduled for sale, acquisition or condemned properties, reimbursement for work which has been contracted for or completed prior to signing agreement with the CDBG program, accessory buildings, garages or sheds, new construction or expansion of the size of the structure.
What are the interest rates for the program?
There is 0% interest and deferred payments for the Homeowner's Program.  There are 1.5% interest mortgages and a payment plan for up to 5 (five) years for the Rental Units Program.
How fast will I get my loan?
Our program does take a bit of time.  We work on a first come, first served basis.  The process typically takes 2 weeks to 2 months to finish; however, the completion time can take longer depending on funding or how many people are needing assistance.  If your repairs are an emergency, we try to get them done as soon as possible.  It can still take 2 weeks or longer to finish but your application will not be in the first come, first served list.
